And the Canton Commis-

sioner, moreover, is now proceeding to Kwangchowwan to

investigate conditions there.

From what precedes, it will be realised that the

Inspector General considers that the situation down South in regard to smuggling is most serious, and is

most detrimental to China's Revenue interests. He has

endeavoured to devise measures to protect the Revenue. and he trusts that the Government will approve of his

action!
